这句话的意思是只要转学就不给退费,还是因为misbehaviour,poor attendance or violation of the contract with the school转学才不给退!

A情况：any student who transfers to another school
B情况：is asked to leave because of misbehaviour,poor attendance or violation of the contract with the school
也就是不管你是转学,还是因为行为不端,逃课,违规被勒令退学,都不能退费.
