个人意见,两种都可以,只是表达的意思不同.你是在学高中语法吧,因为not...until...经常连用,可能你的老师会偏向until这个用法.
before强调的是一瞬间的动作instant action,而until强调的是整个过程process.
举个例子,
she worked in this factory until 2010. 她在这家工厂工作直到2010年.（也就是说到2010年之前,她一直在这里工作.）
she worked in this factory before 2010. 她在2010年之前,曾经在这家工厂工作过.（我们不知道她一直工作到哪一年,只知道在2010年之前的任何一年里,她都有可能停止了工作.）
至于你说的两个句子,before it stops和until it stops都是可以的,但在写作中,我更推荐你用until来强调”一直“到车停下之前,你都不能下车,
但是,在平时生活中,却经常听到有人说you can't get off before it stops,we can't go before the rain stops.
