『doing』用作『be doing』的时候是『将要做某事』的意思，但是那是根据时态而对『do』的变化。可是『doing』在体现名词性的用法时是指已经做过的事。比如『She forgot opening the windows this morning. 』『她已经忘记今天早上打开窗户的事了。』
而『to do』就是『要去做』的意思，指代还没发生的事情。比如『She forgot to close the windows this morning.』『她今天早上忘记关窗户了。』
而『regret』是『后悔』的意思。只能对做过的事后悔，而不能对没做的事后悔。
你所说的『对没有做某事很后悔』的意思再细化就是『对“没有做某事”这件事本身很后悔』。也就是说后悔的是『没做啥』这件事，而不是对那件没有做的事后悔。所以是『regret not doing』。
