我写的句子是：The electricity consumption in winter and summer respectively fluctuates in approximately 30000-50000 units and 13000-20000 units.我能这么用么?

用fluctuate between and.不过这不是主要问题……你的句子显得比较累赘,而且语序不太对.下面这样写能好一点：
The electricity consumption fluctuates between 30000 and 50000 units in winter and between 13000 and 20000 units in summer.
看起来“and”有点多,不过你坚持用fluctuate between and的话就只好这样了,不会引起歧义.像季节这样的限定一般跟在后面,跟汉语习惯不同.另外respectively是用在所有对应的列举都完了的最后,不会像你这样夹在句子中间或者列举的中间.
