但 不能说 He looked as if drunk. 因为as if 是要引导虚拟语态的从句的.
如果没有if 可以省略，但是你这里有if 就不能省略
如果要省略he were，只能把as if删掉。因为as if后面必须要跟从句；从句就是要完整的句子，he were不能省，把as if he were全省掉应该叫动补结构，drunk是drink的被动态作为形容词的作用。
