改革开放以来,福建省倡导并实行了非均衡区域发展战略.这一战略虽然在一定程度上实现了福建省经济的快速发展,但是也加剧了福建省内部区域出现山海差异的空间不协调现象.由于行政区划、管理体制等方面的原因,福建省各城市只顾及自身发展,缺乏有效的区域空间协调发展机制和必要的分工协作,难以形成区域整体发展,阻碍了福建综合竞争力的进一步提高.本文尝试从空间角度,对福建省经济协调问题进行探讨,在该领域中还较为新颖,并且具有一定的理论意义和现实意义.
本文采取了综合评价法和自组织特征映射（SOM）神经网络相结合的方法对福建省区域空间协调发展进行测度,得出了福建省存在着明显的空间不协调问题,并对福建省九地市的空间协调状况进行分区,其中厦门、福州和泉州属于较高空间协调区,漳州、三明和龙岩归属于中等空间协调区,而莆田、南平和宁德则是被划入较低空间协调区中.实证分析后,又进一步提出了福建省空间协调发展中迫切需要解决的问题,深入分析了福建省现有的空间协调手段,重新审视了现有空间协调实践中存在着诸多问题,如协调机制体系不完善、省级协调手段单一、区域规划缺乏法律保护等.最后,提出了实现福建省空间协调的一些对策建议,不仅可以为各级政府制定经济、社会发展目标等提供科学的决策依据,还能在中观或微观层面上为政府和企业作出经营决策等提供合理的理论指导.
